This is the one time of year where League members can meet their counterparts from across the state, hear directly from an LWVUS board member, meet members of the state board, learn about the all-expenses paid Leadership and Membership Development Program, and gain insight into a critical public policy issue - this time the privatization of government services.

Local and state governments across the nation are struggling to address historic deficits. As governments seek to balance their budgets, delivering services in alternative ways is frequently among the mix of options being explored. Outsourcing, public-private partnerships or privatization are all terms used to describe the shift of the provision of services or functions from government to the private sector.

Judith Davis is LWVUS 2nd vice president and LWVEF vice chair. She has been an active League member in six states over the course of the past 34 years. She has held numerous leadership positions at both the state and local levels. Since 2006, Ms. Davis has served on the Board of the League of Women Voters of the United States as Development Committee chair and a member of the Budget Committee. Prior to that, she was chair of the LWV of California Education Fund where her work opened the door to new foundation grants.
Her business experience includes work as operations manager for a software startup, pro bono public service for a high tech PR agency, and computer installation and employee training for financial institutions.
Ms. Davis attended Western Law School, the University of Arkansas Law School and holds a BA in English literature from Hendrix College.

This Convention Will Be Different
|
This year, rather than the traditional workshop, we are providing an LWV "swap meet" networking session where Leagues share their "tried and true" or brand new program/event formats. All over the state, local leagues are doing great work, finding terrific speakers, coming up with variations on how to engage citizens. This is the time to share your favorite so other Leagues can consider replicating it in their communities.

Keynote Speaker | |
Ms. Gelinas is the Searle Freedom Trust Fellow at the Manhattan Institute and a contributing editor of City Journal. She writes on urban economics and finance, municipal and corporate finance, and business issues. She is a Chartered Financial Analyst (CFA) charter holder and a member of the New York Society of Securities Analysts. Her most recent book, After the Fall: Saving Capitalism from Wall Street - and Washington was published on November 2009 by Encounter Books.
